The Victorian Charter of Human Rights and Responsibilities provides equal protection to all people in Victoria. It is based on a 'dialogue model' whereby the government, courts and parliament have specific roles to ensure that human rights standards are protected and promoted. This Charter is a comprehensive statement reflecting the BNPCA's commitment to promoting the health and well being of the local community and facilitating the develpment of an integrated primary care service system that places consumers at the centre of primary care delivery.

This Kit is based on the outcomes of two BNPCA Consumer Participation Workshops conducted with service providers and consumers. The kit is in 2 parts and has been designed for two primary purposes: 1. As an Information resource for Service Providers on a range of issues/areas relevant to developing and implementing Consumer Participation methods and techniques; and 2. As a Training Resource for internal agency workforce development
